In a rare Saturday session, the State Senate passed compromise versions of HB 5911-13, a package of bills that provide answers about student counts for school funding, benchmark testing and other important matters as the 2020-21 school year begins amidst the COVID-19 pandemic.
In a joint statement, MEA President Paula Herbart and AFT Michigan President David Hecker called for the passage of the bills Saturday morning, saying, “Legislative compromises are never perfect, and the revised versions of HB 5911-13 under consideration in the Senate today are no exception. However, these bills provide students, parents, educators and districts both certainty and flexibility on key issues as we head into the 2020-21 school year.”
LANSING, Mich. (WXYZ) — The Senate on Saturday approved the bipartisan Return to Learn plan that would help make sure Michigan students receive a safe education when school resumes in the coming weeks.

LANSING — Michigan schools can restart this fall with online-only, in-person or blended instruction but will be required to revisit that decision monthly and allow for parental feedback in public meetings under a new bipartisan deal between Gov. Gretchen Whitmer and legislative leaders.
The deal, announced late Friday, gives “parents the opportunity to voice their concerns and keep the community informed of needed adaptations,” according to a legislative outline obtained by Bridge.
School districts that choose virtual instruction will be required to document at least two interactions per week between individual students and teachers to ensure meaningful two-way communication during remote learning, according to sources familiar with the plan.

David Berliner and Gene Glass are leaders of the American education research community. Their books are required reading in the field. They shared with me their thoughts about the value of annual testing in 2021. I would add only one point: if Trump is voted out in November, Jim Blew and Betsy DeVos will have no role in deciding whether to demand or require the annual standardized testing regime in the spring of 2021. New people who are, hopefully, wiser and more attuned to the failure of standardized testing over 20 years, will take their place.
